Dan Hanfling, MD


Dr. Dan Hanfling is a board-certified emergency physician recognized for his leadership in the field of emergency preparedness and response, including having made significant contributions in shaping emergency medical response plans for radiological and nuclear incidents. He co-chaired the (U.S.) National Academies Forum on Medical and Public Health Preparedness from 2015 to 2022, and prior to that co-chaired three committees responsible for the body of work focused on scarce resource allocation in the setting of catastrophic health emergencies (“crisis standards of care”). He helped shape best practices for medical response in nuclear and radiological events, focusing on topics such as mass casualty management, crisis standards of care, and risk communication for healthcare workers and emergency responders.

He has held numerous leadership positions in the delivery of out-of-hospital emergency care, including nearly 25 years as a medical team manager in the national urban search and rescue system, and has responded to a number of significant catastrophic disaster events over that time span. He spent 5 years helping to lead bio and public health focused investments at In-Q-Tel, the venture capital arm of the US national security establishment, and in 2024 was asked to join the White House Office of Pandemic Preparedness and Response Policy as Director of Strategic Partnerships. His interests remain focused on the intersection of health and national security, and he holds an academic appointment at George Washington University.
